High‐Security Number Plates for Vehicles-

Vehicles in the State are set to get high-security registration plates. The Motor Vehicles
Department is taking steps to implement the uniform pattern of displaying registration marks as
stipulated under Rule 50 of the Central Motor Vehicle Rules, 1989.

Initially, these number plates will be introduced in Thiruvananthapuram, Kochi and Kozhikode.
The department has invited tenders for selecting a manufacturer of the plates on a build, own and
operate basis at the regional and the sub-regional transport offices in the three districts for five
years.

The decision comes in the wake of the Supreme Court directive to invite tenders before October
7. Under the Motor Vehicles (New High Security Registration Plates) Order issued in 2001, the
registration mark is to be displayed at the front and the rear and on the windshield of the vehicle.
The registration plates made of 1-mm-thick aluminium should confirm to specifications spelt out
in the rule and the registration mark should be embossed and hot-stamped in English and Arabic
numerals. The background colour of the letters will follow the present colour scheme.
The registration plate will come with a guarantee for a minimum five years. To check
counterfeiting, each plate will have a chromium-based hologram of a “Chakra” in blue colour at
the left corner.

The minimum seven-digit permanent identification number will be laser-branded into the
reflective sheeting on the bottom left hand side of the plate. The hot-stamping film is to be
applied on the letters/numerals of the licence number and shall bear the inscription “INDIA.”
The plates in the front and rear will be fastened with non-removable and non-reusable snap
locks.

The third registration plate in the form of chromium-based hologram sticker of diffraction-foil
film with high reflective index, which is self-destructive if anyone tries to tamper with it. It is to
be affixed on the inner side of the left hand corner of the windshield.
It will have the name of the registering authority, the registration number, the laser-branded
permanent number and the chassis number of the vehicle.
Any attempt made to remove or replace the front and rear plates will break the snap lock, making
it impossible to install any other number plate.

The number plate will have to be fitted within the premises of the registering authority or at any
other place designated by the department.

In case of mutilation or damage to any of the three number plates resulting from accident or
normal wear and tear, replacement will be done by the authorised agent only with the permission
of the regional transport officer.
