Government owned oil marketing companies, Indian Oil, Bharat Petroleum and Hindustan Petroleum, have set-up LPG transparency portals, offering data on the last mile delivery of domestic LPG (Liquified Petroleum Gas) cylinders, supplied by them to nearly 14 crore households in the country. The portal can be accessed through the official website of the Ministry of Petroleum and Natural Gas : www.petroleum.nic.in, and  through respective  oil marketing company websites, www.indane.co.inwww.ebharatgas.com and www.hindustanpetroleum.com.

Consumers can check their individual pattern of LPG usage, LPG booking status, LPG refill history or request to surrender their connection, consumers with highest consumption, subsidy availed etc. The information on the portal can also be filtered by consumer number, consumer name and by distributors’ name.


While the government expects the portals to become a tool for social audit for all domestic LPG supplies, as it will now be very easy to track LPG subsidies and report discrepancies, we feel that it’s a step towards transparency in government/public sector data, and similar initiatives should be deployed by other government departments.
Following the launch of the portal, news organisations started reporting about the misuse of LPG connections by politicians and bureaucrats who were availing subsidies meant for the common public. The portals would benefit consumers the most, as it will help them track the status of LPG cylider deliveries, in addition to allowing them to rate the services of their LPG distributor.

Now, govt. okays multiple LPG connections-
Here’s some relief to large households worried about restrictions on LPG connections. They need not surrender the additional connection.
As per the new norms announced by the Ministry of Petroleum and Natural Gas on Friday, consumers can retain multiple connections but will have to shell out more for the cylinders. They will be priced thrice as much as the subsidised refill.
In its instructions, the Ministry asked oil companies — IOC, BPCL and HPCL — to include additional connections in the non-subsidised non-domestic exempted category (NDEC).
The consumer will not have to go through additional Know Your Customer (KYC) formalities for the extra connection.
In Chennai, each subsidised refill is priced at about Rs. 400. Cylinders (14.2 kg) under the additional connections will cost a little over Rs. 1,200, the price at which refills are supplied to government hospitals, educational institutions, hostels and orphanages.
The relaxation in norms applies to multiple connections blocked or likely to be blocked by oil companies. Such households, after fulfilling KYC formalities and completing de-duplication norms, would be eligible for six subsidised cylinders, annually, against one of the connections.
The new norms come even as thousands of households with multiple connections surrendered the additional ones in response to the government’s recent ‘one household, one connection’ announcement. The oil companies also blocked refill supplies to such consumers.
The Gas Control Order issued under the Essential Commodities Act, which the Ministry had cited to underscore the norm, applied to subsidised cylinders alone, said sources.
It is not clear if households that surrendered multiple connections could now get them back, if they so desired, since a new connection means a higher security deposit. A decision in that regard is pending, the sources said.

Instant new connections

The Ministry asked oil companies to issue new domestic connections instantly, but such consumers will be supplied with non-subsidised domestic cylinders initially. In Chennai, it costs about Rs. 880. Following verification of documents by oil companies, the consumers will be eligible for subsidised cylinders.
The consumers must not already be in possession of LPG connections from other public-sector oil companies. There is no restriction on the number of non-subsidised cylinders a customer can purchase.
A press release issued by IOC on behalf of the three oil marketing companies said transfer of LPG connection to family members during lifetime would hence be permitted, subject to certain conditions. The same security deposit as in the original subscription voucher would do in such cases.
For transfer of LPG connections to legal heir in case of death of consumers, for which legal heir/succession certificate is required now, the Ministry said, henceforth, a self-declaration by the next of kin and death certificate would suffice.
It has also been decided to permit regularisation of LPG connection in someone else’s name, with or without original documents, subject to adherence to certain conditions. The oil companies have come out with detailed guidelines on regularisation of connections and details are available on their websites.

Fees - Rs. 250/-   (Deposit the fee in the Bank A/C by way of Debit Card, Credit Card, Internet Banking, Cash Card and send the transaction number at mail id )

STEP 1 - Fill up the form with accurate details of the supporting documents. (Take care the spelling and house No. etc while filling the form)

STEP 2 - Pay the Fee Rs. 250/-

STEP 3 - Send e-mail of the Bank Transaction slip/Transaction Number and Scanned copy of the Identity Proof & Address Proof.

STEP 4 - Just take print out of the Acknowledgement Receipt (After 24 Hours of payment of Fees and Receiving mail from your Side we will send you a mail having Acknowledgement Receipt)

STEP 5 - Past One Passport size Photograph on this receipt and sign accross it, Also sign at two other places on it.

STEP 6 - Attach the photocopy of Identity Proof & Address Proof with this receipt and send it to the address written at downside of this acknowledgement Receipt.

STEP 7 - Within next 20 to 25 days you will receive your PAN at your Address.

The next Common Written Examination (CWE)as a pre-requisite for selection of personnel for Clerical cadre posts in the Participating Organisations listed below will be conducted online by the Institute of Banking Personnel Selection (IBPS) tentatively in November/ December 2013
.
Any eligible candidate, who aspires to join any of the Participating Organisations listed at (A) as a Clerk or in a similar post in that cadre, is required to register for the Common Recruitment Process- (CWE Clerks-III).Candidates who appear and are shortlisted in the examination, will subsequently be called for a Common Interview to be conducted by the Participating Organisations and co-ordinated by IBPS.Depending on the State/UTwise available vacancies in Participating organisations, candidates shortlisted will be allotted to one of the Participating Organisations, keeping in view the spirit of Govt. Guidelines on reservation policy, administrative convenience, etc.


This system of Common Recruitment Process –common written examination, interview and allotment- for recruitment of Clerical cadre posts in Participating Organisations has the approval of the appropriate authorities.IBPS, an autonomous body, has received a mandate from the organisations mentioned at (A) below to conduct the recruitment process as mentioned above, once a year.   ELIGIBILITY CRITERIA (as on 01.08.2013)

Nationality / Citizenship: A candidate must be either -
(i) a Citizen of India or
(ii) a subject of Nepal or
(iii) a subject of Bhutan or
(iv) a Tibetan Refugee who came over to India before 1st January 1962 with the intention of permanently settling in India or
(v) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African
countries of Kenya, Uganda, the United Republic ofTanzania (formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India,
provided that a candidate belonging to categories (ii), (iii), (iv) & (v) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.
